Oldham has a rate of 51.4, while Bradford has a rate of 47.8.
Hyndburn (Lancashire) recorded a rate of 40.8, also a downward trend in the rate.
Rochdale had an incidence rate of 39.5, while Pendle (Lancashire) had a rate of 38.3.
Trafford had an incidence rate of 32.6, and Calderdale had a rate of 23.8.
Also recording a downward trend, Kirklees recorded an incidence rate of 21.9.
